The Former President's Progressive Warning Misses The Continent's Real Danger: Technological Decline.

The recent US national security strategy presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "woke" agendas pose an existential threat to the continent's identity. Yet, this argument rests on a fundamental misinterpretation of the situation. The actual challenge confronting the EU is not societal but economic and technological backwardness.

The Stark Growth Gap Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry thirteen and a half percent growth for the EU. During this period, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a higher per capita income than major European economies like France and Italy.

Today, roughly 50% of the world’s top fifty technology firms are American, while only four are European.

The Technological Deficit: The Core Question

The growing economic gap is driven by stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in the European continent.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely agree it is essentially a contest between two involving the United States and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

Several major reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for funding startups. Europe has yet to establish a true unified investment market, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population size, is split among 27 separate systems, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was once met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

Despite these hurdles, one can find reasons for optimism. European leaders are growing more conscious of the existential challenge and have begun to propose substantial change. Key analyses on European competitiveness and the internal market point to the need for major reforms.

With the right incentives and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

The continent retains significant advantages: skilled human capital, top-tier education systems, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a new wave of venture creation.

Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been steady. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
