AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these political entities, the report pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is highly probable to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
